1. General Information
1.1 Mission and Goals
The school provides their students with a quality German- and English-speaking education from kindergarten up to grade 12, following German and international educational norms. It trans-mits not only a realistic portrait of Germany and Europe in their various facets but also the cul-ture and language of the Philippines. Through this it enables students to interact with other cul-tures and peoples in a respectful and understanding manner, to be liberal-minded and suppor-tive of peace and harmony, and to be cautious in their interaction with the environment.

The school must allow the students to pursue a course of education that is in accordance with their abilities. Furthermore, it is the school’s duty to communicate knowledge, competence and skills to the students that lead them to an independent power of judgment and develop their per-sonal growth and social competence. The school must teach their students self-determination in light of their fellow men, recognition of ethnic norms and religious values, and tolerance and respect of other peoples’ points of view.

The goal of the school is to communicate the contents of the syllabus as well as educational values. Educational aims are following the rules agreed on by the Federal Republic of Germany and the Republic of the Philippines. In the European sec-tion, educational aims and forms of teaching may differ from the guidelines of the Federal Re-public of Germany.

1.2 Purpose of order of school regulations
The school may only fulfill its mission provided that institutions supporting the school, head-master, faculty, students, and legal guardians (“parents” in this document) work together trust-fully. The execution and rules of the order of school regulations are to help this cooperation to be useful and advancing.

1.3 Additional Rules
The order of school regulations is a composition of rules. Specific rules or regulations being re-ferred to are attached in the appendix.

 

 

2. Students and School
2.1 Educational Mission
In order to realize the school’s educational mission, it is important that the student participates in designing the classes and life at school, that the student is willing to do so and that, according to the inclination of the school’s mission, he is permitted to exercise the following rights and attend the following duties.

2.1.1 Students" rights
Through his participation in class and his collaboration in designing the classes and life at school, the student is, in accordance with his abilities and age, contributing to realize the right for education created for him.

The student especially has the right to:

• be informed about matters concerning himself
• be informed about his performance at school in regular intervals
• be given advice on questions regarding his school career
• complain to the school administration about a supposed violation of his rights
• be heard prior to the use of disciplinary measures

 

On request of the student concerned, a committee consisting of headmaster, class teacher, and one student of his own choice will act as mediator.

2.1.2 Students' Duties
It is only possible for the student to reach the educational aims and to complete the work of the school by attending all classes and mandatory school events. In the interest of life at school, the student is required to follow the instructions of his headmaster, his teachers, and any other au-thorized individuals within the context of the school. In that manner he contributes to creating and keeping the order necessary for peaceful coexistence and for the realization of the aims of the school.

The student especially has the duty to:

• come to class regularly, on time, dressed in a proper manner, and eager to learn,
• prepare himself for class, contribute and work in a positive way, complete all given as-signments, and handy all necessary learning and working materials handy
• follow the instructions of headmaster and faculty
• actively contribute in designing class and social life at school, in accordance with his ca-pabilities.

 

2.2 Student contribution
In order to fulfill the school’s teaching mission it is necessary to enable the student to contrib-ute in designing class according to his age and to further his contribution to life at school. For this the school is creating the prerequisites. It develops different ways for student contribution in all age categories. Through contribution in various committees or after-school activities, stu-dents may participate in activities that are of importance to themselves and the school.

The publishing of a school newspaper in print or electronic form on the Internet requires the mutual agreement of students and administration.

The cooperation and exchange of ideas with students of German schools in Southeast Asia and of international schools in Manila are being supported.

 

 

3. Parents and School
3.1 Collaboration of Parents and School
It is the joint task of parents and the school to raise children and adolescents appropriately with respect to their disposition and abilities and to act as to set an example for behavioral patterns. This aim may only be achieved if parents and the school are in close contact with each other and they notify each other in order to possibly avoid difficulties, which may affect the academic progress of the student.

Parents have the right to:

• access the guidelines and rules
• be informed and heard out about issues concerning them
• be informed about the performance at school of their child/children in regular intervals
• be given advice on informed and pedagogic questions
• complain to the school administration about a supposed violation of their rights
• be heard prior to the use of disciplinary measures (see order of educational and discipli-nary measures 2. Par. 3 – 8)

 

Parents support the school in fulfilling its educational aims:

• They work together cooperatively with faculty and headmaster
• They inform themselves about the behavior and the performance of their children
• They actively participate in life at school and support presentations and performances of their children
• Parents make sure that their child fulfills its duty in attending class, being eager to learn, being equipped appropriately, and handling school property with care
• Parents oblige to pay school fees and all other charges established by the headmaster on time. Applications for school fees reductions are to be presented to the administra-tion director along with income levels every year again. The administration director is to present them to the institution supporting the school.

 

3.2 Parents’ collaborations
Parents of students of the school are members of the German school association in Manila and as such are called upon to participate in the association. They get the opportunity to be in-volved in decisions made by the institution supporting the school. Details are set in the statues of the German school association in Manila.

 

 

4. Admission and Enrollment of Students
4.1 Enrollment
Enrollment of students occurs through the parents. Evidence or proof demanded by the school is to be enclosed at enrollment.

4.2 4.2 Admission and Withdrawal
After viewing the evidence and the admission documents the headmaster decides over admis-sion and classification into grade and course. Students, who wish to pursue a German school diploma, need to comply with the regulations of the conference of the Ministers of Education and Cultural Affairs of the federal states.

Guidelines for the admission of students are set by the institution supporting the school in agreement with the headmaster and the department of education of the Republic of the Philip-pines. They are subject to the consent of the State Department. They may be viewed with the headmaster.

Students, whose parents do not reside in the Philippines, may be admitted in the German school.
Students, who have completed or will complete 18 years during the school year, oblige by their signature to commit to all regulations concerning students regardless of their legal age. This especially applies to the parent’s right for information.

The kindergarten prepares for future school attendance. The attendance at the kindergarten and the preschool is mandatory for school attendance. The headmaster decides over well-founded exceptions.

At enrollment, parents receive a copy of the order of school regulations.

If a student withdraws from school, parents must issue a written withdrawal request, as a rule two months prior to the end of a quarter. The student receives a leaving certificate.

4.3 Dismissal
Students are dismissed, if they:

• reached the educational aim of his school career
• is withdrawn by his parents in accordance with the regulations
• is excluded from school due to an infringement of the regulations.

 

In the first case he receives a diploma; in the other cases he receives a leaving certificate.
Parents of leaving students are to certify that all commitments towards the school have been met.

 

 

5. School Attendance
5.1 Participation in class and at school-sponsored events
Participation in class as well as field trips and class outings is compulsory. Registration for an elective course, a work group, or extracurricular activities mandates regular participation. The principal decides on any exemptions.

5.2 Absence from School
If a student is unable to participate in class or at school-sponsored events due to sickness or other reasons, parents must immediately notify the school. Within three days, parents must provide a written note concerning the absence. In special cases, a doctor’s certificate may be demanded.

5.3 Leave from class and other school-sponsored events
Leave up to one (1) day of school is decided upon by the class teacher or the high school coor-dinator in grades 11 and 12. In all other cases leave is decided upon by the headmaster.

Leave for longer periods of time and especially leave associated with school vacation may only be permitted in special and well-founded cases. The applicants take responsibility for a result-ing possible decline in performance.
If a student is unable to return from vacation in time due to unexpected circumstances the headmaster must be given notice.

5.4 Exemption from participation in Ethics class and Physical Education (PE)
Ethics is a regular course in school. An exemption is not possible. A durable exemption from participation in Physical Education is only permissible with a written note from a legally quali-fied doctor.

 

 

6. Performance of Students, Homework and Promotion
6.1 Performance and working conventions
The teacher assesses students observing his pedagogical responsibilities. He pays attention to the valid regulations and the guidelines set at the subject- and general meetings. Details are found in the relevant regulations.

6.2 Homework
Homework complements the work done in class. It serves the purpose of strengthening and securing the knowledge attained. Scope and level of difficulty of homework are to be deter-mined in such a manner that the student is able to complete it on his own in an appropriate pe-riod of time. The class teacher provides that the scope of homework is coordinated with the subject teachers. Homework is discussed and checked in class and homework notebooks are viewed regularly. Details are found in the regulations concerning measuring of performances.

6.3 Promotion
Promotion and the distribution of report cards is controlled by the regulations concerning pro-motion and report cards. The regulations are dismissed by the general meeting, enacted by the institution supporting the school, and presented to the committee of the Federation and the Länder for overseas education (BLAscha) for approval.

 

 

7. Disruption of Order of school regulations and MeasuresLife at school and class require a specific set of regulations, which permit the educational pro¬cess. If a student knowingly contravenes the responsibilities and regulations, the school may take disciplinary action if required to protect people or belongings or to protect the educational process.

The duties of teachers include the conveying of necessity and purpose of regulations. By doing so he helps to make students agree to and act upon the order of school regulations.

Disciplinary measures have the pedagogic aim of strengthening the student in his social respon-sibilities. Measures are to be chosen in such a manner that they do justice to the educational aims of the school and the pedagogic responsibilities towards each student and that they are in correlation to the severity of the occasion.
Collective measures, beating, or other measures that go against human dignity are not allowed. Educational measures have priority over disciplinary measures. The general conference issues the catalogue of admissible educational measures and disciplinary measures.

 

 

8. Obligatory Supervision and Liability of the School
8.1 Obligatory Supervision
The school is obliged to supervise the student during class, breaks, free periods, and in other school-sponsored events. Supervision commences 15 minutes before and 15 minutes after class. Supervision is enacted through teacher or other individuals entrusted with supervision. This may be parents who have volunteered, or students entrusted with special tasks, or en-trusted school employees. The student is obliged to follow the instructions of these people.

8.2 Insurance Coverage and Liability
Upon enrolment, students are insured by the institution supporting the school against acci-dents that may occur to them on the way to/from school, in class, or when participating in school-sponsored events. The insurance conditions may be viewed in the secretary’s office. Valuables are brought to school at the owner’s risk.

 

 

9. Safety and Health in School
9.1 Health System
The health of students is a prerequisite for life at school. All people involved contribute to the maintenance of health. Significant responsibility must be attached to the parents. The guardi-ans are obliged to withhold their child from school immediately if a contagious disease (German measles, rubella, tuberculosis, scarlet fever, chickenpox, diphtheria, meningitis, hepatitis, etc.) occurs in the household. This also applies with a cold and with the occurrence of lice.

The headmaster then takes necessary measures in consideration of the regulations of the local health institute. In case of contagious diseases or lice, the child may only be allowed back to school with a positive certificate by a legally qualified doctor.

In general, the sale, serving of, and consumption of alcohol drinks is prohibited on campus. Ex-ceptions may only be allowed with the participation of the institution supporting the school at special events. They only apply to students who have completed 16 years. Spirits are not per-mitted. There is a ban on smoking on campus. The consumption and sale of other intoxicants (legal and illegal) is prohibited. This applies to school-sponsored events off campus.

9.2 Safety
Measures concerning the safety on campus are displayed in the “Krisenplan der Schule“.

 

 

10. School Year, School Outings
10.1 The School Year
The school year lasts from August 1 until July 31. The vacation plan as well as other days with-out classes are set yearly by the headmaster in agreement with the institution supporting the school and is presented to the parents in time.

Regulations of the Philippines and internal German guidelines are observed in an appropriate and school-related manner in the establishing of the vacation plan.

10.2 Class Trips
The school agrees on regulations concerning field trips and school outings, which are agreed upon by the headmaster and declared as school-sponsored events. Execution, responsibilities, and supervision are to be arranged before. Questions concerning sc

 

 

11. Treatment of Objections and Complaints
Decisions of the conferences responsible in cases of promotion and disciplinary measures are generally internal issues of the school. Objections and complaints are processed by the school in its own competence. The institution supporting the school determines the process by which the decision of the headmaster or the conferences objected by the parents is examined.

As questions in this matter are mostly about educational issues, the decision concerning the complaint is usually made by the headmaster or the conference responsible. Details are set in the procedure for parents’ objections.

 

 

12. Schlussbestimmung
This order was agreed upon on July 4, 2008 on the general pedagogic conference and is in force as of June 18 through the resolution of the executive committee of the German school associa-tion in Manila and subject to permission of the BLASchA of the KMK of the Länder.
